Colorado’s New Laws—Effective Summer & Fall 2025

When Did They Kick In? 

Most laws passed during Colorado’s regular 2025 legislative session took effect 90 days after adjournment, which fell on August 6, 2025—unless a different date was specified. Some, however, became effective earlier (e.g. upon signing) or later, depending on the bill. 

A Glance at Key New Laws 

  1. New Consumer Protections & Energy Updates
  • Price-gouging ban during emergencies: Under HB 25-1010, retailers can’t hike prices of necessities more than 10% above normal during a declared emergency.(Colorado Public Radio)
  • “Clean energy” includes nuclear: With HB 1040, nuclear energy is officially classified as a clean energy resource.(Colorado Politics)
  • Tax incentives for film festivals: HB 1005 provides tax breaks—$34 million over 10 years—for the film festival industry, including support for Sundance.(Colorado Politics)
  1. Subscription and Auto-Renewal Ease
  • Businesses must allow easy cancellation of auto-renewing subscriptions online, even if sign-up was in-person. Discounts can be offered, but only alongside a direct cancellation link. (SB 25-145)(Colorado Public Radio)
  1. Corporate Oversight
  • Pre-merger notifications required: Colorado now mandates that companies filing federal merger notices (HSR filings) also notify the state if they conduct significant business here. A step toward increased antitrust vigilance.(Axios)

Notable Laws Enacted Earlier in 2025 

  • Express lanes and distracted driving: New rules on January 1, 2025, enforce fines ($75, doubling to $150) for improper entry/exits on tolled express lanes. Also, handheld phone use while driving is banned—fines up to $250; updated child car seat requirements: under 2 must be rear-facing, forward switches at 40 lbs, belts required up to age 18.(The Sun)
